The EU scrutinises Member States’ respect for the rule of law. But who holds the EU institutions to the same standard?

Our Shadow Rule of Law Report does.

On 29 October, The Good Lobby and the Rule of Law Clinic at the CEU Democracy Institute will launch the third edition of the report.

The premise is simple: the EU cannot credibly enforce the rule of law across its Member States without upholding it in its own institutions. Yet the European Commission’s annual Rule of Law Report focuses on national systems, leaving the Union’s own performance largely unexamined.  That’s particularly problematic insofar as the EU is not a member of GRECO, the Group of States against Corruption.

The Shadow Report addresses this accountability gap, examining four critical areas:

  • Access to justice at EU level
  • Gaps in the EU’s anti-corruption framework
  • Rule of law challenges in the Single Market
  • The impact of geopolitics on the design, adoption and enforcement of EU law

The launch will take the form of a hybrid Policy Dialogue, co-organised by The Good Lobby, the Rule of Law Clinic and the European Policy Centre’s Connecting Europe project.

The rule of law must apply to the Union itself, not only to the states it scrutinises.

Speakers: Alberto Alemanno, HEC Professor of EU Law and Founder of The Good Lobby, Barbara Grabowska-Moroz (Director of the Rule of Law Clinic), Filipe Marques (Judge and former President of MEDEL), Dimitry Kochenov and Laurent Pech (Co-Directors of the Rule of Law Clinic), Johannes Greubel (European Policy Centre) and Sophie in ‘t Veld (former MEP). The discussion will be moderated by Joelle Grogan, Academic Co-Director of the Rule of Law Clinic.
